The Aspen City Council voted 3-2 this week to keep City Hall in the armory building instead of turning it over to community use.
This allows for the downsizing of a future civic building at Rio Grande plaza, but is a about-face from the directive city council gave last year, and counter to a public advisory vote last fall.
