A culture of silence exists at Colorado's state Capitol and beyond

TIME magazine’s Person of the Year for 2017 is the #metoo movement. The honor goes to the people behind the movement – "The Silence Breakers" – men and women who have come forward publicly with allegations of sexual harassment and assault.


Our reporting at Colorado’s most prestigious workplace, the state Capitol, has shown the movement has taken root there. Three lawmakers face formal complaints from four women alleging sexual harassment. For some, though, coming forward is still too big a risk. Capitol correspondent Bente Birkeland looks at what’s at stake when people decide not to come forward.
